CONSTITUTION
of the
KAWANANAKOA STUDENT ASSOCIATION

ARTICLE I.   NAME AND PURPOSE

A.        The Name of this organization shall be the Kawananakoa Student Association, known as KSA.
B.         The purpose of this organization shall be:
            1.         To increase student interests and participation in school affairs.
            2.         To encourage the exchange of ideas between students, administration, faculty, and the community.
            3.         To promote, supervise, and control worthy activities for the entire membership.
            4.         To encourage the practice of good citizenship and to serve as an example in leadership.
            5.         To control the expenditure of student funds as well as any other funds designated for use by students                         in extracurricular programs.
            6.         To further the teaching of the General Learner Outcomes so that they become part of the students’ total                         character.
            7.         To provide an environment and activities that encourages school spirit, pride, and connectedness among                         the students.

ARTICLE II.    MEMBERSHIP

A.        All enrolled students of Kawananakoa Middle School shall be members of this organization.
B.         The amount of dues shall be determined according to the “Schedule of Charges” established by the Department             of Education.

ARTICLE III.  POWERS AND LIMITATION

A.        The Executive and Administration Officers shall be:
            1.         The Principal
            2.         The Student Council Advisors, known as KSA Advisors
            3.         The School Account Clerk

B.         The Executive Council shall consist of:
            1.         Eighth Grade Presiding Officer
            2.         Eighth Grade Secretary
            3.         Eighth Grade Treasurer
            4.         Seventh Grade Presiding Officer
            5.         Seventh Grade Secretary
            6.         Sixth Grade Presiding Officer
            7.         Sixth Grade Secretary
            8.         Committee Members

C.        The powers and duties of the Executive and Administrative Officers:
            1.         The Executive Council shall:
                        a.         Exercise all the powers of the council when it is impossible for the council to meet.
                        b.         Prepare the annual Student Council Budget, the budget shall be submitted to the Student Council                                     for approval and/or revisions no later than the end of the first quarter.
                        c.         Act on all supplementary budget requests.
                        d.         Take the lead in planning and organizing all student activities.
                        e.         Attend all Student Council and KSA meetings on time.
                        f.          Take the lead in planning and organizing all student activities.
                        g.         Establish an agenda for each Council meeting.
                        h.         Call special meetings with the consent of the advisor.
                        i.          Enter office with and maintain a minimum cumulative GPA of 3.0.
           
            2.         The Eighth Grade Presiding Officer of the Student Council shall:
                        a.         Preside over all meeting of the Executive Council and the Student Council.
                        b.         Call special meetings of the Council.
                        c.         Be the chief representative of the KSA on the PTSA Executive Board and/or the SCC Board.
                        d.         Vote on any matter in which the Council is divided.
                        e.         Ensure that all Executive Council members and Representatives are sharing in the efforts to plan                                     all student activities.
                        f.          Notify the KSA Advisor(s) if a meeting is planned to be held during non-school hours or on a                                     non-school day.
                        g.         Enter office with and maintain a minimum cumulative GPA of 3.0.

            3.         The Seventh Grade Presiding Officer shall:
                        a.         Preside over all seventh grade council meetings.
                        b.         Call special meetings of the seventh grade council.
                        c.         Supervise and coordinate all committees.
                        d.         Be a representative of the KSA on the PTSA Executive Board and/or the SCC Board.
                        e.         Notify the KSA Advisor(s) if a meeting is planned to be held during non-school hours or on a                                     non-school day.
                        f.          Enter office with and maintain a minimum cumulative GPA of 3.0.

            4.         The Sixth Grade Presiding Officer shall:
                        a.         Preside over all sixth grade council meetings.
                        b.         Call special meetings of the sixth grade council.
                        c.         Supervise and coordinate all committees.
                        d.         Be a representative of the KSA on the PTSA Executive Board and/or the SCC Board.
                        e.         Notify the KSA Advisor(s) if a meeting is planned to be held during non-school hours or on a                                     non-school day.
                        f.          Enter office with and maintain a minimum cumulative GPA of 3.0.

            5.         The Secretary shall:
                        a.         Keep minutes and records of all grade level meetings.
                        b.         Maintain an attendance record.
                        c.         Carry on all correspondence necessary to the KSA.
                        d.         Enter office with and maintain a minimum cumulative GPA of 3.0.\
                        e.         Assist in revising any paper work.
                        f.          Keep a record of all important dates of activities and events.

            6.         The Treasurer shall:
                        a.         Keep an accurate and complete record of all money collected and spent.
                        b.         Prepare a budget, (with the assistance of the Executive Board), for council-administration                                     approval.
                        c.         Present reports regularly to council and administration.
                        d.         Work closely with the school’s account clerk.
                        e.         Expedite requests for services, equipment, supplies, etc. as per procedures established by the                                     school.
                        f.          Enter office with and maintain a minimum cumulative GPA of 3.0.

            7.         The Committee Members shall:
                        a.         Assist the KSA Officers in their KSA responsibilities.
                        b.         Represent the KSA Executive Board in place of the KSA Officers in the event that none of the                                     officers are available.
                        c.         Enter KSA with and maintain a minimum cumulative GPA of 3.0.

            8.         The Student Council Advisor shall:
                        a.         Be an ex-officio member of the Executive Council and all other student groups.
                        b.         Advise the officers in their activities in connection with the school.

            9.         The Homeroom Representative shall:
                        a.         Attend all, or make arrangements ahead of time for your Alternate to attend all Student Council                                     and KSA meetings.
                        b.         Communicate effectively with their homeroom.
                        c.         Bring forth any questions or concerns their homeroom might have about Student Council, KSA,                                     or school activities during Student Council and KSA meetings.
                        d.         Report all information discussed in Student Council and KSA meetings to their homeroom during                                     the AA period on the day after the meeting.
                        e.         Vote on Student Council and KSA matters on behalf of their homeroom.

            D.        Terms of Office
                       Newly elected Eighth Grade officers (Eighth Grade Presiding Officer, Secretary, and Treasurer) shall                        assume office no later than the last day of school in order to have planning powers over the                                    summer prior to the year in office.
                       
                                                            ARTICLE V.  STANDING COMMITTEES

Standing Committees:  The Standing Committees shall be formed as deemed necessary by the Executive and Administrative Officers.

ARTICLE VI.  STUDENT COUNCIL

A.        Composition:    The Student Council shall consist of:
            1.         A representative from each homeroom
            2.         Members of the Executive Council
            3.         Standing Committee Chairpersons

B.         Voting Rights:
            1.         Each representative shall have one vote.
            2.         Executive Council members are non-voting members.
            3.         Standing Committee members are non-voting members.
            4.         The Eighth Grade Presiding Officer shall vote only in case of a tie.

C.        Elections:
            1.         Each homeroom shall elect a representative and alternate who are responsible, hardworking, and able to                         work well with others before the last week of August.

D.        Responsibility:
            1.         Each representative will attend all KSA meetings to speak and vote on behalf of his/her homeroom.
            2.         The elected representative shall be responsible, capable, and willing to help with KSA activities.
            3.         Each representative will regularly report what was discussed at Student Council and KSA meetings to                         their homeroom.
            4.         Each representative will ask for suggestions from their homeroom regarding topics discussed at Student                         Council and KSA meetings.
            5.         Each representative will carry out all specific duties approved and assigned by the Executive Council                         and the KSA Advisor.
            6.         Each representative will remind their Homeroom Teacher to turn in forms and documents to KSA by the                         assigned deadline.

ARTICLE VII.  ELECTIONS

A.        Responsibility:  All business concerning election of new officers shall be carried out by the elections committee.
            1.         This committee shall be formed on a voluntary basis with a designated committee chairman.

B.         Nomination:
            1.         Shall be made by the homerooms.
            2.         Shall be done no later than the third full week of April.
            3.         Shall be screened by the faculty and administration.
            4.         May be withdrawn by the student nominated if done by a predetermined deadline.

C.        Petition for Nomination:
            1.         Students who wish to run for an office and who were not nominated may do so by obtaining the KSA                         Petition for Nomination Form from the KSA Advisor.
            2.         The petition must have a minimum of ten (10) student signatures and three (3) teacher signatures                         vouching for their ability to run for KSA office.
            3.         The petition is to be given to the KSA Advisor by a predetermined deadline.
            4.         All petitions shall be screened by the faculty and administration.

D.        Elections:
            1.         Shall take place no later than May 1st.
            2.         Any candidate receiving a majority of votes cast in the primary election shall be elected outright.
            3.         If no candidate receives a majority of votes cast in the primary election, the two candidates receiving                        the highest number of votes shall run in the general election.
            4.        Only students in grade six and seven shall be able to vote in the primary, general, and any special                      elections to elect the next year’s officers.

ARTICLE VIII.  RECALL

A.        Executive Council:        Any elected or appointed member of the Executive Council shall be removed from office             upon two-thirds vote of the Student Council with the approval of the KSA Advisor and the Administration.

B.        Representatives:            Any representative shall be removed from office upon a two-thirds vote of his/her             homeroom or by the approval of the KSA Advisor and/or the Administration.

ARTICLE IX.  AMENDMENTS

A.        Initiative:           Proposed amendments to this constitution shall be made in writing and filed with the Student             Council or shall be made be a Constitutional Convention authorized by the Student Council.

B.         Ratification:       Proposed amendments to this constitution shall become effective upon approval by a two-thirds             vote of the Student Council and by a majority vote of the student body casting ballots.

ARTICLE X.  RATIFICATION

This constitution shall be ratified by a two-thirds vote of the Student Council.
